General Experience

Mr. Frank Spencer III started his career with Mortgage Investors Corporation as a loan officer in San Antonio, Texas in

2002. It was here that he quickly established himself as a top producing loan officer. His hard work, dedication, and attitude earned him the promotion to Assistant Manager in Albuquerque, New Mexico in 2003. In November of 2004 he became the Regional Manager in El Paso, Texas where he focused most of his attention to refinancing VA Loans across West Texas and New Mexico. In July of 2005 Frank transferred to Countrywide Home Loans where he earned his Multicultural Certification, allowing him to assist borrowers of all income levels. It was a natural step for the third

generation Spencer to venture into the construction business. Since Mr. Spencer’s experience originating loans and helping builders in El Paso with lines of credit for construction. In 2006 Frank purchased Aztec Contractors Inc. from his father, Frank X. Spencer, who had established the company since 1989. Since the purchase of the company Aztec’s first project under new ownership started with the construction and design of a 40 unit condominium project in El

Paso, Texas.

General Experience
Mr. Oscar A. Payan has over 21 years experience in the construction industry. His experience ranges for design, estimating and construction management. Between 1987 to 2000 Mr. Payan worked in
Cd. Juarez, Chihuahua, Mexico for Condar-Pulte, Grupo Ruba and Capachisa as a general contractor where he was in charge of residential developments for numerous projects: Eco 2000 consisted of 98 condominium units; Las Torres consisted of 120 single family homes and Las Huertas is a 150 single family homes. He assisted as an integral part in the design of the Altlantis Cuadrante Building in Cd. Juarez Chihuahua, Mex. Mr. Payan has designed and taken responsibility for over 125 single family homes in El Paso, Texas since 2000. He has currently worked on the design and construction management of a 40 unit condominium project in El Paso, TX.
